Hitmonchan and Hitmonlee were completely separate Pokémon in Gen I (Red/Blue/Yellow). It wasn't until Gen II (Gold/Silver) that Tyrogue and Hitmontop were introduced that they all became related through an evolution, and then you could choose which evolution you could get by manipulating their attack and defense stats at level 20.
No, originally (in Red and Blue) there was only Hitmonlee and Hitmonchan. In Gold/Silver, they introduced Tyrouge as the baby and Hitmontop as an alternate path for Tyrouge. Since Johto, this has been the evolution rule for Tyrouge (the form he turns into is entirely based on the attack and defense stats):
Stats of Tyrouge at time of evolution: Hitmonchan: defense>attack Hitmonlee: attack>defense Hitmontop: attack=defense (I know for certain that Hitmontop is when attack=defense, though I may have the other 2 mixed up.)
In the first game, you could only choose one. When Tyrogue was introduced, you suddenly had the opportunity to get all by breeding three Tyrogues and evolving them through different paths (stats as explained before me).
Gotta admit, you have to be rather informed about all pokemons to get all this right. I know all from the first three generations but after that even I lost track.
