Honestly, I think the legendary dogs got translated to be dogs because of this letter “犬.” That one letter however can also be translated into “beasts” or any other four legged creature.
If you look at the beasts this is what they look like:
Raikou- Saber Tooth or Tiger
Suicune- Leopards (if anything snow leopards) or mythical beast :Qilin
Either way this is still up to debate. Oh the controversies....

Raikou is a tiger which is prevalent in Japanese as a powerful entity
Entei shisa, komainu, or one of the mythical lion-dogs. Enteis strait back, flat nose and posture are really more dog like.
Suicune is in no way a cat. It is based off of a Qillin which is a Giraffe, dragon deer fish hybrid. If you really think it look like a cat you need to go look at other animals.

and Raiko, is pretty obviously a Sabercat
